RFI DESCRIPTION

Siemens Gamesa Renewable Energy (SGRE) is looking for manned crew transfer vessel (CTV) service providers within the framework of the O&M of the high-power SGRE wind turbines that will be installed for its customers on the Fécamp, Provence Grand Large (Fos-sur-Mer), Courseulles-sur-Mer and Saint-Brieuc offshore wind farms.

The start of the manned vessel hire service will vary from wind farm project to wind farm project and will take place between 2022 and 2024

The technical characteristics expected according to the specificities of the offshore wind farms concerned are detailed below:

A/ FECAMP (FEC)

  • 1-2x CTV's
  • Transfer 1.75mHs year average
  • 12pax capacity daily basis
  • Impact force to Boat landings below 250kN
  • Safety gap for step-over 550mm-650mm
  • Minimum 2 crew operated
  • Local Crew, and/or local workers onshore, and/or local build vessels, and/or local financing account
  • Port considered for daily operations: Fécamp

 B/  PROVENCE GRAND LARGE (PGL)

  • 1x CTV
  • Transfer 1.5mHs year average
  • Up to 12pax capacity daily basis
  • Impact force to Boat landings below 250kN
  • Safety gap for step-over 550mm-650mm
  • Minimum 2 crew operated
  • Local Crew, and/or local workers onshore, and/or local build vessels, and/or local financing account
  • Port considered for daily operations: Martigues

C/ COURSEULLES (COU)

  • 1-2x CTV's
  • Transfer 1.75mHs year average
  • 12pax capacity daily basis
  • Impact force to Boat landings below 250kN
  • Safety gap for step-over 550mm-650mm
  • Minimum 2 crew operated
  • Local Crew, and/or local workers onshore, and/or local build vessels, and/or local financing account
  • Port considered for daily operations: Ouistreham

 

D/ SAINT-BRIEUC (STB)

  • 1x CTV
  • Transfer 1.75mHs year average
  • 12pax capacity daily basis
  • Impact force to Boat landings below 250kN
  • Safety gap for step-over 550mm-650mm
  • Minimum 2 crew operated
  • Local Crew, and/or local workers onshore, and/or local build vessels, and/or local financing account
  • Port considered for daily operations: Saint-Quay-Portrieux and/or Saint-Malo

It is specified that

  • each company responding to this RFI must specify explicitly for which wind farm(s) it is applying to SGRE, on the express condition that it is able to meet all the criteria for each of the wind farms for which it intends to apply.
  • commercial intermediaries such as shipbrokers who do not operate the proposed vessels themselves are NOT eligible to participate in this RFI/RFQ

 - certifications, accreditations, currently valid or being prepared or to be obtained in a

ADDITIONAL INFORMATION REQUESTED

  • Handling/arranging of CTV maintenance onshore (infrastructure)
  • Handling/recruting of CTV crew 
  • Experience with Offshore Wind operations in general
  • Experience with other Maritime operations in the local area
  • Financial position overall of the Owner

Nota Bene

 

the timetable for responding to the RFQ and the expected manned CTV hire contract period for each wind farm will be specified in the specifications that will be sent to the companies selected following the RFI
